‘I beg you to suggest that you give me permission secretly to approach the Grand Master of Netherlandic Freemasonry (brother of the Dutch Minister of Finance) to whom I am well introduced, in order to make him the connecting link for a masonically secret conference between the British and German Masters. Lord Ampthill, who on account of the Grand Mastership of a Prince of the Blood Royal, acts as Pro-grand Master, would no doubt, be the right man in the right place. I have corresponded with him on the peace subject before the war and he has filed copies of my introductions and references. The way for action on my suggestion was already paved before the war, when Lord Ampthill and some prominent Freemasons exchanged friendly visits with the German Grand Master and his officers.**My plan of campaign would be this: on receipt of your confidential authorization I would pledge the Netherlandic Grand Master to secrecy, act as secretary to him in this matter, and write to the English and German Grand Masters, calling on them to approach their respective Governments asking permission to meet at a conference in The Hague without documents or papers of any kind. To be present none but the Netherlandic Grand Master as intermediary, the English and German Grand Masters, and myself as secretary. The broad outlines of a peace basis can then be laid down and the negotiations continued or otherwise.I would respectfully submit that the advantages of my proposal are threefold.Firstly, it makes negotiations possible.Secondly, absolute secrecy will be maintainedThirdly, there is the advantage of dealing through a most worthy and universally respected plenipotentiary, a body whose tenets, constitution and works are such as to bring action for Peace well within its scope, so that, should our efforts be crowned with success and the world eventually receive “The History of the Rapprochement” it will add the more lustre to that large and influential institution which was founded in the United Kingdom in 1717, and which to-day is a world wide organisation.I have the honor to be, Sir, your Obedient Servant,'
‘Dear sir,The Prime Minister desires me to thank you for your letter of 28th, and its enclosure. He regrets however that he does not think it possible to avail himself of your suggestion. Yours faithfully,David Davies'***
